If she was Bishop and providing information to the Queen, the other Dominions would both understand and despair at the same time.

The three chess pieces led by the White Queen are Rook, Knight, and Bishop. The three executives in fact will not die for as long as the White Queen is alive.

Bishop, receiving a light-red bullet (although it more resembled an insect) from the Queen, gently hugged herself.

Miyafuji Oka would transform into Bishop and be condemned to death. 

Of course, it was possible to use Miyafuji Oka as a powerful Quasi-Spirit. However, that choice also contained many flaws. It was likely to be seen through by Yukishiro Maya, Ariadne Foxlot, Kagarike Haraka, and Kirari Rinemu??these intuitive people would likely develop countermeasures for this. 

The method of dealing the most damage to the Dominions would be having Miyafuji Oka die immediately after attacking her allies in the name of Bishop. 

Even if meant another Bishop dying, that was fine for Bishop.
