They had an Emperor just like any other Great Immortal Domains, an Immortal King, but much stronger .

The Headless Assembly didn't have a Tree of Martyrs either and were ever without sole leadership, while their military power stood above all . The Galaxy wasn't united under one Immortal Domain and was always in a state of unrest with its six factions . Only an Immortal King ruler was a true Immortal King .
