Prelude – The Calculations of the Adults
 

There is an unofficial political organization in this country called ‘Senate’. It is also called by the name ‘Genrouin’.

In the 19th century, before the establishment of the Imperial Diet, there was a legislative body that used the same name Senate, but the modern Senate is not its successor institution. It also has no relation with the extraconstitutional genrou[1].

In the Senate there are four people who hold a particularly powerful influence called Four Great Elders. The number of people among those knowledgeable of the structure underlying political power who think Senate = Four Great Elders is not small either. But it’s not just those Four Great Elders, the other genrouin[2] — members of the senate — also held sufficient latent political power to be called ‘masterminds of the political world’.

Though Senate implies there is a ‘House’[3], there are no periodic meetings. They don’t decide on anything either. It is not an institutionalized organization to begin with and it doesn’t work towards something with a unified purpose. It greatly resembles a social gathering and a brainstorming meeting for people in similar positions.

That night, the meeting held in a certain place was not held after all the members of the Senate were notified. Far from it, not even half were participating. It was a kind of small-scale banquet among close friends in the Senate — though the alcohol and the snacks were exceedingly luxurious.

“...Let us move to the main order of business.”

After fully enjoying the delicacies, the oldest person at this event began to talk.

“Your Excellency, the Priest’s favorite topic, huh?”

The senior at the opposite side of the round table responded as such.

“When it comes to military strength, there truly is nothing to criticize.”

“But the problem is that power is something for himself, right?”

One by one, the participants raised their voices.

The majority of the genrouin were old people in their late 50s or older, but there were also middle-aged men and women as well. — As one would expect, there are no young men or girls. Nevertheless, attending this meeting were only seniors exceeding 60 years of age.

“Exactly correct. Even if you start by putting aside that young man’s patriotism, he has but only one body and it’s not as if he’s immortal either.”

“He looks like he is equipped with a self-healing power that makes him nearly immortal though?”

“Even so, as long as he has a human body, he will die sooner or later. Just like us.”

“And a human cannot exist in two places at the same time. Even a jack-of-all-trades must have its limits.”

“The undesirable concentration of power is not something limited to only one individual. It has been two years since that person made his entry into the front stage, and since then the Yotsuba have become dominant in the Ten Master Clans.”

“If some sort of accident were to befall that person right now, the Yotsuba Family would definitely seek compensation. There is also a chance the Ten Master Clans will become unable to function properly. It is said that a 3000-meter-long embankment will collapse due to an ant hole[4], but the seams that would open as a consequence of this would be far from an ant hole.”

“Which means that just from one unexpected situation happening to a single person, the national defense system will become unstable, correct?”

“The war potential of magic cannot be ignored. Given the situation, I believe there is a need to immediately train a military force of magicians to replace the Ten Master Clans. What do you think?”

Many voices were successively raised in approval of this suggestion.

Conversely, there were no opposing voices.
